The new China and our response 

Judith has spent her life in education, at universities and schools: She was a Headteacher for 22 years. She continues her interests in educational leadership and management, curriculum reform, and China and Chinese learning. She has written a short memoir about her early education: ‘Thinking About Snow’ (2018). She became Chairman of The New Club, Edinburgh, in July 2020.

As a Headteacher and therefore CEO, Judith learned about effective operational and strategic leadership and the key importance of financial management and planning. She began the introduction of Mandarin into the curriculum, in both primary and secondary, in the 1980s; She spoke in the Great Hall of Science in Beijing in 1992 and several times in Hong Kong. She founded the Scotland China Education Network (SCEN) in 2006.

In Edinburgh she was a member of the Ministerial Strategy Group on CPD and chaired the Leadership and Management Pathways subgroup which produced ‘CPD for Educational Leaders’ (2003). She has spoken internationally on educational matters and was Convener of SELMAS (2003-2010).

Judith has been a member of the Planning Group of the China Scotland Business Forum, the Scottish Government Implementation Forum, the Hong Kong Scotland School Improvement Partnership, the Scottish International Education Trust, the Commission on School Reform, the Judicial Institute for Scotland Advisory Council, the Education Committee of The Royal Society of Edinburgh, the Court of Heriot-Watt University, and was Secretary of the Cross-Party Group on China at the Scottish Parliament.
